Every article about TPAR eventually tells you to "use Xero" or "get an accounting package." But if you're a small builder or cleaning business that doesn't use accounting software — and doesn't want to pay $35 to $272 a month for it — that advice is useless.
Here's the actual way to lodge your TPAR without accounting software, for free.
Option 1: ATO Online Services for Business (free)
The ATO's own portal lets you lodge a TPAR directly, at no cost. Here's what you need and how to do it.
What you need first
myGovID — the ATO's digital identity app. If you don't have one:
- Download the myGovID app (iOS or Android)
- Set up a Standard or Strong identity level (you'll need ID documents)
- This takes about 10–15 minutes
RAM access (Relationship Authorisation Manager) — this links your myGovID to your business ABN.
- Go to authorisationmanager.gov.au
- Log in with myGovID
- Claim your business ABN
- This takes about 5 minutes
Once you have both, you can log into ATO Online Services and lodge directly.
Lodging the TPAR
- Log in at business.ato.gov.au
- Navigate to Lodgments → TPAR
- Enter each subcontractor's details manually (ABN, name, address, amount paid)
- Review and submit

ABN, Name, Address, Suburb, State, Postcode, Total Paid (ex GST), GST Withheld

The step-by-step process (no accounting software)
Regardless of which option you use, the process is:
- Collect subcontractor details — ABN, legal name, address, amount paid. This is the hard part for most businesses.
- Validate ABNs — check them via ABN Lookup or use software that validates automatically.
- Tally total payments — sum up all invoices per contractor for the financial year.
- Lodge by 28 August — via ATO Online Services, CSV upload, or your BAS agent.
Common mistakes that cause TPAR rejections
- Invalid ABN — one transposed digit invalidates the whole entry. Always validate before lodging.
- Wrong name — the ATO matches against the ABN register. If the name doesn't match, it flags.
